PRESENTATIONS BY VICE-PRESIDENT OF COSTA RICA LAURA CHINCHILLA MIRANDA AT FLORIDA INTERNATIONAL UNIVERSITY (FIU) ON JULY 10, 2008 AND AT THE MIAMI-DADE COLLEGE ON JULY 12, 2008The Costa Rican community in Miami and dignitaries from this city witnessed two magnificent dissertations by the Vice President of Costa Rica during her visit to Miami in support to the local “ticos”.
LAURA CHINCHILLABorn in Costa Rica in March of 1959, Laura Chinchilla Miranda is the current Vice-President of Costa Since 1990 Ms. Chinchilla has been an international consultant for Latin America and Africa on institutional reform issues with an emphasis on justice and public security reforms. Her work includes justice sector assessments for the US Agency for International Development (USAID), coordination of judicial reform projects and studies for the United Nations Development Program (UNDP) and evaluations and technical assistance in police reforms for the Inter-American Development Bank (IDB). She is the author of an assorted number of books, monographs and articles –in English and Spanish- and an international speaker on administration of justice, public safety and police reform in diverse fora, Ms. Chinchilla has played a key role in a number of initiatives promoting public safety and protection of human rights reforms throughout Latin America such as the Advisor Committee of the Civil Society and Public Safety Project of the Washington Office on Latin America (WOLA), the Central American Dialogue of the Arias Foundation for Peace and Human Development and the Peace and Democracy Foundation (FUNPADEM). Her distinguished public service career includes an outstanding performance as Vice-Minister of Public Safety (1994-1996), Minister of Public Safety (1996-1998), President of the Centro de Inteligencia Conjunto Antidrogas,, President of the National Immigration Council, member of the National Council on Drugs, the National Council on Public Safety and the Academic Council of the National Police School, as well as a National Parliament member. As a legislator, her areas of interest included judicial reform, public safety (police, drug trafficking, organized crime, public corruption, etc), political and institutional reform (State and election reforms), foreign trade, technology and children and youth issues.
